India organized the fifth ITEC executive capacity‑building program for the national human rights institutions of the Global South.

In New Delhi, at the headquarters of the National Human Rights Commission (NHRC), this program was attended by representatives of more than 30 national human rights institutions from Asia, Africa and Latin America. It was the fifth International Training and Executive Capacity‑building (ITEC) session, organized with the cooperation of the Ministry of External Affairs, the Ministry of Human Rights and international development partners of the Government of India. The main objective of the program was to familiarize participants with the latest technological tools and international standards for human‑rights monitoring, grievance redressal, reporting and policy‑making. The sessions included practical workshops on digital evidence collection, data security, independent investigative processes and multi‑layered accountability mechanisms, with the expectation of enhancing the efficiency of the institutions.

In the past four years, India has conducted two additional similar programs under this series, emphasizing the strengthening of South‑South cooperation and the promotion of knowledge‑sharing among national human rights bodies. In this session, emerging issues such as climate change, public health and digital rights were discussed specifically, as they have emerged as major challenges in many Global South countries. The head of the NHRC said that this initiative will not only improve institutional capacity but also encourage compliance with international humanitarian standards.

At the close of the program, a joint declaration was issued outlining regular training in the future, continuous collaboration through an online platform, and the framework for shared research projects. This step reflects India’s commitment to strengthening human‑rights structures in the Global South and also reinforces India’s growing role on the international stage.
